What is the Google Maps local 3-pack?

The local 3-pack (also called the Local Pack or Map Pack) is the block of three business listings that appears at the top of Google search results for local queries for example 'dentist near me' or 'plumber in Austin'. Appearing in the 3-pack is extremely valuable because it sits above organic results and captures a large share of local clicks.

How does Google decide which businesses appear in the local pack?
